Originally working in industry as a Royal Institution of Chartered Surveyor, Marcus moved into academia in 1991 and, alongside Rita Newton, founded the SURFACE Inclusive Design Research Centre at the University of Salford in 1995. A skilled teacher of both the principles and techniques of access auditing, he has been a registered Access Consultant since 1999 and is part of the National Register of Access Consultants (NRAC). He has worked to champion change at national and international levels, sitting on the British Standards Committee on Accessible Housing and the Department for Trade & Industry's Global Watch Mission on Intelligent Housing, as well as working closely with the UK Access Association.

Working with the UK Disability Rights Commission Marcus undertook research about the roles of Local Access Groups and Panels and how they could be best supported in their future working relationships with municipalities. For the Government’s urban regeneration organisation English Partnerships he devised a clear mechanism for introducing Inclusive Design through the use of Champions for individual development projects. Working with Passenger Transport Executive organisations Marcus has developed a training programme to infuse Inclusive Design within all their activities.

Marcus is also part of the international group of Universal Design Educators Online and leads a distance taught Masters level course on Accessibility and Inclusive Design that has been running now for over 10 years delivering fully accessible material on the subject matter to students from across the world.

As a Principal Investigator of the Inclusive Design for Getting Outdoors (I'DGO) research project his current research is now focusing on issues about getting older people outdoors by minimising the risks of falls – Getting Outdoors Falls Ageing and Resilience (Go Far). Marcus was involved with the Funding Council initiative to encourage researchers form differing disciplines to get involved in research about ageing and he currently has 6 PhD students studying with him, allowing many other aspects of accessibility and inclusive design to be investigated.

Finally Marcus has to balance his time as an academic, consultant and researcher with being a primary carer for a person with a learning difficulty, so he gets to experience on a daily basis the barriers and challenges that disabled people face.

A very wise person said a few years ago, that it takes a whole community to raise a child……..and by the looks of the long list of partners involved in this project one begins to believe that those were pretty prophetic words. The daunting task of portraying a learning opportunity and emphasizing the Forks historical significance to our children was immense. Let alone finding a way to portray this history so that everyone can participate on an equal basis was awe-inspiring. Not only are all the features accessible to the children and all the different levels of their abilities, the planners, partners, and designers challenged themselves in providing an accessible opportunity to the parents, grandparents, caregivers, and siblings who may also have a disability to participate equally. This built environment includes: age appropriate features throughout the park stimulating all the senses, soft rollable surfacing, tactile and accessible signage, sensorial play structures such as chimes and drums, an accessible water spray area, accessible picnic tables, safe - clear and unobstructed lines of travel, tactile signage recognition to the sponsors and community supporters, shade and quiet areas, and a large number of accessible parking spaces adjacent to the area. This undoubtedly is a result of many hours of planning and consultation to be inclusive, challenging, and proactive as a learning opportunity. The owners, partners, and designers should be commended for their understanding of universal design and their commitment in providing a facility for everyone.

The University of Winnipeg and the Number Ten Architectural Group have gone above and beyond the building code incorporating universal design elements and inclusive features in a seamless and functional manner. Recycling the hardwood floor from the old Winnipeg Roller Skating Rink which sat on this site previously to adorn the centre court feature wall was impressive and considerate. At first look, the architects have included the accessible features without making it obvious to the general public. The committee was impressed with: the use of colour to identify the different floor levels, the tactile indicator strips which are colour contrasted at all the stair locations, the colour identifiable and fully accessible washrooms on each floor, the height adjustable lab tables and accessible emergency wash stations in each classroom, the transparent window treatments to reduce glare from all the outside windows, indirect lighting in all the work areas, an accessible washroom and shower facility complete with a transfer bench in the students lounge, strobe emergency lighting in all washrooms and locker rooms, tile floor indicators to classroom entrances, signage that is tactile contrast significant and brailled, etched glass at doorways, and a large number of priority accessible parking stalls. This recently opened facility has come very close to the model of Universal Design. The planners, architects and the University should be very proud of a job very well done.

The Steinkopf Gardens at the Centennial Concert Hall is a Historically significant Urban Space that provided technically challenging requirements due to the spatial constraints and the dense network of underground services, multiple entrance points and elevations. The owners and design team successfully provided an inclusive and accessible public domain which is frequented by the whole community. Featured in this multi leveled park like environment include low sloped ramps accessing all levels, colour contrasted tactile warnings at all the stair features, accessible picnic tables for persons with mobility restrictions, and a central water features which provides for a sensory experience for every visitor. At its entrance the Gardens provide for an inviting and welcoming setting complete with multi height benches, ramp access, and colour contrasted paver stones. Contrasting and tactile signage which can be illuminated in the evening hours provide the visitor with accessible wayfinding tools, to enjoy this space that was intended by Maitland Steinkopf who was the original architect of the Centennial Centre.

Located on the old CKND Television Site, this renovation project posed extensive barriers in providing an inclusive and accessible Birthing centre which caters to the needs of new families while creating a calming and home styled environment. The birthing centre incorporates fully accessible washrooms and kitchen facilities throughout, welcoming and inclusive intake areas complete with bariatric considerations, specially designed air ventilation systems which are culturally sensitive for prayer circles, and well lit examination and interview rooms. The centre includes well planned outdoor patio areas, and the provision of extended stay family lounges and services while waiting for the big moment. The appropriate use of colour on the walls ceilings and floors, signage and wayfinding clues, choice of lighting, accessible features such as wide hallways complete with low glare flooring, extra wide delivery room doors, accessible birthing tubs & beds all contribute to a quality experience for the whole family and staff regardless of age, culture or physical ability.

This project is the largest project that the committee has seen for a number of years. The committee is particularly impressed with the development of their very own accessibility advisory committee, which provides input on all the operations and facility accessibility elements. In comparison to other airports across the country, the Winnipeg Airport stands alone in providing a number of physical features that make it easier to fly by travelers of all ages, and abilities. Accessibility and Universal design is obvious as a central theme in its design and can be highlighted by the washrooms, check-in stations, signage and wayfinding clues, elevators, baggage carousels, staff and volunteer awareness, as well as the requirements to carry out the best practice techniques for all the restaurants and retail tenants in the building.

City of Winnipeg Public Works Department

This special recognition is for the many years of addressing the accessibility concerns of the public and incorporating many universal design features into the public infrastructure system including,

  • the functional yellow tactile warnings on curb ramps
  • the incorporation of the audible signals at our intersections
  • the eagerness to improve safety at crosswalks and intersections with tactile surfacing and the experimenting with automatic sensors for persons crossing the road
  • the commitment in providing a safe and accessible active transportation system for cyclists, pedestrians and other users recognizing the importance of separating cyclists and pedestrians by means of demarcating spaces for each user
  • the continuous effort in developing a model of safety for bus stops along the active transportation corridor on Pembina Highway between Plaza Drive and Chevrier Blvd. that can be used throughout the rest of the city
  • And the Openess to testing and evaluating new technologies that may assist persons with a disability to navigate our city

The City of Winnipeg Public Works Department has been open to the public consultation process and following through with many of the practical accessibility suggestions and concerns by individuals and stakeholder groups.

Committee Mandate

  • Advise the Mayor and Council on present and future status of the City of Winnipeg's information, properties, and services accessible for persons with disabilities to the benefit of all citizens.
  • Review and monitor all accessibility as they pertain to the City of Winnipeg's properties.
  • Advise and make recommendations to City Council regarding unresolved accessibility issues related to City properties.
  • Communicate with the citizens of Winnipeg about their concerns as they relate to public access of City properties.
  • Inform all citizens of initiatives of the City as well as accomplishments and achievements with respect to access and universal design.
  • Educate all City departments about access issues as they relate to employment and public access.
  • Identify projects which encourage enthusiasm and involvement of the community, government and business in making Winnipeg universally accessible.
